Disadvantaged Business Enterprise

It is the policy of the Columbia Metropolitan Airport to ensure that Disadvantaged Business Enterprise (DBE) as defined in 49 CFR Part 26, have an equal opportunity to receive and participate in Department of Transportation (DOT) assisted contracts. 

Our policy is as follows:

  • To ensure non-discrimination in the award and administration of DOT assisted contracts
  • To create a level playing field on which DBEs can compete fairly for DOT assisted contracts
  • To ensure that the DBE Program is narrowly tailored in accordance with applicable law
  • To ensure that only firms that fully meet 40 CFR Part 26 eligibility standards are permitted to participate as DBEs
  • To help remove barriers to the participation of DBEs in DOT assisted contracts
  • To assist the development of firms that can compete successfully in the market place outside the DBE program

Columbia Metropolitan Airport is committed to the policy and the spirit of its DBE Program.  The program is part of the Airport’s outreach to go beyond simple requirements and become a true community partner to all aspects of the surrounding communities and cultures.  It is the ultimate goal of the Airport to have a DBE Program and a Daily Operating Business Plan that captures the spirit of inclusion.  This spirit of inclusion is particularly important in how we include people and communities in our business needs; and to increase opportunities for small businesses, social enterprises, and businesses owned by minorities and women in all aspects of the operations of the Columbia Metropolitan Airport.
